What is the best kind of paint to use on rice paper?

Sushi asked:

I want to buy plain, rice paper lanterns for $5. I’m wondering what the best kind of paint to use to color them that won’t fade away or ruin the lantern. Which would be the better deal: plain and paint for $5 or buy colored for $9 - $19.

The latter have covered lamp shades with handmade rice paper requires light hand and paint unless using japanese sumie style and can be tricky to be more colorfast than painting them to buy plain rice or that which already has pigmented design on it yourself or that which already has pigmented design on.
